黄啟民談美國<外國公司問責法案>

The US Congress has passed the captioned bill on Dec 4, 2020 which require foreign listed companies to disclose additional information. It is commonly understood that the Bill is targeted against Chinese companies listed in the US╴. A foreign company will be delisted if it does not comply with PCAOB requirements for 3 consecutive years.

Mr. Wong Kai Man, an accountant with 32 years of experience in Hong Kong and London in auditing, initial public offering and computer auditing, was the founder and head of Capital Market Service Group of PricewaterhouseCoopers, Hong Kong before his retirement in 2005.
He holds a BSc from the University of Hong Kong and an MBA from the Chinese University of Hong Kong. He received his professional qualifications from ACCA in 1977 and HKICPA in 1979.

Mr. Wong was a member of the working group on the setting up of the Growth Enterprise Market (GEM) of HKEX in 1999 and a member of GEM listing committee (1999-2003). He was a non-executive director of Securities and Future Commission (2009-2015) and a current board member of Financial Reporting Council. He has served in various government advisory committees and statutory bodies and is an Independent director of two listed companies, a bank in Hong Kong and a number of NGOs.

Mr. Wong served as a council member of Lingnan University, the City University of Hong Kong and the University of Hong Kong. He was an honorary assistant professor in the Business School, HKU (2005-2018). With a group of HKU alumni, he helped establish the HKUGA Primary School and HKUGA College and was the supervisor of HKUGA Primary school and a school manager of HKUGA College.

Mr. Wong has been conferred Honorary Fellowship by Lingnan University, the City University of Hong Kong and the University of Hong Kong. He was appointed a Justice of the Peace in 2002 and awarded the Bronze Bauhinia Star in 2007.
